The Sponsor Board Test: What a Ban on Unlicensed Gambling Sponsors Would Mean for Non-League Clubs

Picture the boards around your pitch: the local builder, the curry house, the car dealer, the firm one of the committee knows through a mate. Now ask yourself a simple question. Do you know who’s behind every name on them?

It could soon matter. This summer the government consulted on making it a criminal offence to advertise or be sponsored by a gambling operator without a Gambling Commission licence, at “all levels, including grassroots”. Its preferred start date is August 2027.

Most clubs will never go near an offshore sponsor. But checking takes two minutes.

What the law says now

Right now, a business can take sponsorship from a gambling operator that isn’t licensed by the Gambling Commission, as long as the operator’s sites can’t be used by people in Great Britain. In practice, that means geo-blocking them, which the government itself admits can be got round with a VPN.

The top flight has already had its warning. In 2025 the Commission wrote to several Premier League clubs whose sponsors were unlicensed in Great Britain. It warned that club officers could face prosecution, and a fine, prison or both, if those sites took bets from British customers.

That was the Premier League. The law behind it doesn’t stop at the top flight.

What the government wants to change

The Department for Culture, Media and Sport ran a consultation from 15 July to 9 September on closing that gap. Under the plan, it would become a criminal offence for any club, league, event, venue or individual to advertise or be sponsored by a gambling operator that isn’t licensed in Great Britain.

The ban would cover anything physical: kit and equipment sponsorship, pitch-side boards, programmes, ground infrastructure, and the naming of grounds, leagues and competitions. Every day an advert stayed up would count as a fresh offence.

Two things are left out. Online advertising isn’t covered, because that would need new primary legislation. Neither are operators in so-called white-label deals with a company that does hold a licence.

The government’s preferred option is a fixed start date in August 2027, before the 2027/28 season kicks off. The alternative would apply to new deals only, with existing contracts allowed to run until August 2028 at the latest. It plans to respond “later this year”.

Why non-league is in the frame

It would be easy to read all this as a Premier League problem. The government estimates that around 40% of top-flight clubs had deals with unlicensed operators last season.

But the proposal is explicit that it would apply at “all levels, including grassroots”. There’s no cut-off at Step 3, Step 5 or anywhere else. The government also expects the biggest financial hit to fall on clubs with small revenues and those that rely most on sponsorship, and its consultation specifically asked for evidence from lower-league clubs.

There’s another difference. The game’s gambling sponsorship code, adopted by the Premier League, EFL, FA and WSL from 2024/25, was written for the professional game. Lower down, the sponsor deal is often struck by a volunteer, with no league code to lean on.

So the faded board that came with a deal a couple of seasons back, through a contact nobody quite remembers, is exactly the kind of thing worth checking now.

The two-minute check

The good news is that checking a gambling sponsor is quick.

  • Ask the sponsor for the name of the company that holds its licence, and its Gambling Commission account number.
  • Search for that company on the Commission’s public register, and check that the brand on your board is listed under it.
  • If the answer is “we’re licensed through a partner”, that’s a white label. Ask which company holds the licence, and check that too.
  • Keep a note of what you checked, and when.

If the brand isn’t on the register, have that conversation now rather than in August 2027.

What it means in the stands

This isn’t only about paperwork. Sponsorship is one of the main ways people first hear about unlicensed gambling sites. In research for the industry’s trade body, 13% named sponsorship as how they first became aware of them, second only to social media.
