For some, it is an essential safeguard that improves facilities, supports a level playing field and helps clubs progressing through the National League System (NLS) and now the Women’s Pyramid to operate sustainably.
For others, it represents an expensive and bureaucratic hurdle that punishes sporting success and distorts competition. Not to mention throwing up some unintended consequences. So, who’s right?
