Numbers don’t add up

I AM amazed at the plan for Super- Sized Play-offs for next season whereby two play-off winners at Step 3 and another two at Step 4 will not be promoted.
Why not relegate four teams from each of the Step 2 divisions, similar to that in place for Step 1?
Similarly, why not also relegate four teams from each of the four Step 3 divisions? Until we have eight divisions at Step 4 we could promote the two best runners-up as well as the champions of the Step 4 divisions before the play-offs for each begin. This would provide the correct number of promotions after those play-off winners are include...
