IT was supposed to be a resetting of boundaries within the ‘final’ establishment of a pyramid down to Step 5 with appropriate supporting divisions.
There is now the desired number (16) of Step 5 divisions, Step 6 is less clear. There are 17 divisions at Step 6 and the boundaries of these steps are not aligned! Some Step 5 divisions are supported by two Step 6 divisions and in other cases the obverse applies.
The distribution at Steps 5 and 6 also suggests that some Step 5 divisions might be plying their trade using clubs that really are Step 6 in terms of playing and facilities....
