New refs shouldn’t have to pay

Why is the game short of refs? Is it the cost of the courses? This is something I do not understand as within the game a lot of money is being made at the top level.
So why do volunteers who want to become refs have to pay? As an example, to become a qualified official at an athletics match no payment is paid.
Is it the abuse from players? In my view the use of the sin bin, this season, has reduced. I thought this was why the policy was introduced.
