New contract rule is putting clubs at risk

I AM secretary of Denbigh Town FC, who play in Tier 2 (North) of the Welsh Football League.
The 2022/23 season saw us win promotion into Tier 2 as champions, something we were all so very proud of.
But in order to retain our status at Tier 2 we put several of our players on to what the FAW term as professional contracts. Professional in terms that we pay them to play for us.
Everything was good until a player decided to leave before changing his mind and when I submitted his new contract, this was rejected.
