Games lose momentum in subs rush

WE are one game into the new ruling at Step 6 permitting five subs per team.
From a player welfare perspective this measure rightly has wide agreement.
It does however have the potential for games to become disjointed, especially in the second half, through repeated substitutions – potentially one every four minutes or so!
It could become a legitimate tactic for the winning team to disrupt the flow of the game and prevent the losing team building momentum.
