Kick-off a debate

MR A.P CUFF is a little out of date when suggesting that referees are turning a blind eye to encroachment at kick-off.
Until three seasons ago, players from both teams had to remain in their own half until the ball had been kicked forward.
Then, as part of the 57 changes and clarifications made by the International FA Board, it was decreed that the ball could be kicked in any direction.
The reason given was that this would prevent players from having to stand in the opponents half to receive the ball from kick-off.
