Why such a late start at Step 3 and 4?

KNOW this debate has been raised in previous seasons, but I can’t help but feel that it is a little bit strange that the Step 3 and 4 leagues are starting late this season.
Most sides finished their previous campaigns at the very start of May and will therefore have been without competitive action for three and a half months when they finally kick off next weekend.
Considering these leagues often have to battle against time to play re-arranged fixtures during the winter months, when the wet and snowy weather intervenes, you would have thought that they would have wanted to get started...
