Structure must be fair to stretch to all parts

I’VE kept an eye on the proposed restructure of an extra division at Steps 3 and 4.
I understand compulsory promotion for champions at Step 5 will be introduced.
The issue is we currently have six Step 5 leagues in the southeast, two in the south-west, two in the midlands and three in the north. There’s going to be a constant drift towards the south-east. If this latest restructuring is to encourage teams from the far south west or the north east of the country to join the Pyramid, then there’ll be slight improvements. But not enough.
