SEEING RED: Should referees look at the bigger picture?

LAST Saturday, I watched Stafford Town v Florence in the Staffordshire County League. Now, it is well-known locally that Florence are struggling this season.
They sit rock bottom and often have to scratch around to field a team. I do wish, however, that referees would take this into account when dishing out red cards.
