The Terras accumulated 97 points but even that was only enough to see them finish fifth and take the final play-off spot.
Slough Town followed Hereford up to Step 2, while the introduction of a new division at Step 3 means King’s Lynn Town and Kettering Town have been placed in the new Evo-Stik Southern League Central.
