Olly Martin leathered over early on before the attacker drove down the right flank to find the head of Bell to open the scoring.
Sam Ackroyd came inches from equalising for Sheffield, poking wide in space on the half-hour.
Shortly after, Hebburn’s Damen Mullen hooked a shot from distance, falling narrowly short of goal.
Danny Carson made a game-changing tackle with 38 on the clock as Ackroyd drove into the final third.
