NORTHERN PREMIER League chairman Mark Harris says there is no direct solution to the problem of Non-League clubs breaking international clearance rules when players move between countries.
However, Harris accepts that more can be done to ease the pressure on volunteer administrators whose responsibility it is to register new signings.
