Should FFP rules apply to National League?

I CAN’T work out whether Adam Rooney signing for Salford City from Aberdeen this week says more about the dwindling fortunes of the Scottish League or the increasingly cash-laden English fifth tier.
Rooney is reported to be taking home £4,000 a week and joins in a week when the Ammies also lured Danny Lloyd from League One Peterborough.
Clearly they have splashed out a lot of money and that has naturtally sparked a lot of criticism.
