Partisan judging is possible

I DO not think The FA should appoint an observer from the same county as the match referee.
All observers are retired referees and I imagine they have made many friends during their career. Human nature dictates that it is more difficult to criticise a person who one knows rather than taking an objective view of a stranger’s performance. Surely, it would be preferable for the FA to allocate observers completely independently?
