Pay-per-view charge could be a fillip

SELFISHLY speaking, could it be that the £15 pay-per-view charge to watch Premier League clubs could prove a massive boost to football at lower levels?
I know of many followers of Premier League clubs who refuse to hand over yet another additional cost to follow their team and have enquired about availability to watch their local club instead.
I also note that attendance figures at Steps 3 and above are higher than usual and that is proving a lifeline for a number of clubs at this level.
I read on twitter this week that just 74 people paid to watch West Brom v Burnley on Monday night....
