Time to bring in the mini leagues?

IT is now becoming quite obvious that clubs in Steps 3 and 4 cannot realistically complete their fixtures. Some clubs such as Cambridge City have only played four league matches! The majority of clubs have at least 32 games to fit into 16 weeks and that assumes an early February re start and extending the season into May, and no cancellations due to weather.
My suggestion would be that all divisions split into two geographical sub divisions of 11 teams, thus giving 20 matches to play. Furthermore, any games already played so far this season against teams in the sub divisions should
