Are water breaks really necessary?

TIME OUT: Water breaks have filtered into Non-League

I ATTENDED the Chester v Spalding United game last Saturday and was shocked at what I saw.
The weather was fine but with a northerly chilly wind, but to my surprise, after 25 minutes, all the payers headed to the halfway line for what looked like a water break!
This, of course, was observed in the World Cup in America when temperatures were very high.
Is this a league or FA directive?
